At MTL connect 2026, Données souveraines Québec (DSQ) will host two landmark events designed to move the conversation from awareness to action.
On October 13, during the opening keynote, “Quebec’s Digital Emancipation: Insights and a Roadmap for Sovereignty,” Paul Allard, President of DSQ, will unveil an unprecedented assessment of Quebec’s digital sovereignty landscape. For the first time in Canada, attendees will gain a clear picture of the technological and economic dependencies shaping our digital ecosystem and their implications for organizations, institutions, and citizens alike.
More importantly, the conference will mark the official launch of the DSQ Roadmap, a strategic action plan developed with the contribution of more than 35 experts and industry leaders. Moving beyond diagnosis, the roadmap presents practical pathways to strengthen Quebec’s digital autonomy, support local innovation, and build a more resilient and trustworthy digital economy.
The conversation continues on October 14 with the DSQ Forum, an event dedicated to exploring the future of digital sovereignty. Bringing together experts, decisionmakers, innovators, and public sector leaders, the forum will address key issues including artificial intelligence, data governance, cybersecurity, and technological independence.
Confirmed speakers include Samuel Paccoud, Ophélie Coelho, Cristina Caffarra, Simona Levi, and Frederick Dixon, internationally recognized voices who will share experiences and perspectives on digital sovereignty initiatives from across Europe and North America.
