Digital sovereignty has become an unavoidable issue for organizations, governments, and citizens. At MTL connect 2026, Données souveraines Québec (DSQ) will offer two major events to understand current challenges and discover concrete solutions.
On October 13, during the opening conference « Quebec’s Digital Emancipation: Revelations and Roadmap for Sovereignty », Paul Allard, President of DSQ, will unveil for the first time an unprecedented portrait of the state of digital sovereignty in Quebec. This presentation will highlight the extent of technological dependencies that influence our economy, our institutions, and our capacity for innovation.
This conference will also be the official presentation of the Données souveraines Québec Roadmap, an action plan developed with over 35 experts and leaders from various sectors. The goal: to propose concrete avenues for strengthening Quebec’s digital autonomy and building a more resilient, innovative ecosystem that is in control of its technological choices.
The following day, on October 14, DSQ will bring together experts, decision-makers, and digital stakeholders for the DSQ Forum, a half-day dedicated to issues of digital sovereignty, artificial intelligence, data governance, cybersecurity, and technological autonomy.
Among the confirmed guests are Samuel Paccoud, Ophélie Coelho, Cristina Caffarra, Simona Levi, and Frederick Dixon, who will share their experiences and visions of sovereign digital strategies deployed around the world.
More than just a reflection, these two events are an invitation to action. In a context where technological choices shape our collective future, DSQ aims to mobilize the entire ecosystem around an essential question: how can we regain control of our digital destiny and build a more autonomous, prosperous, and resilient Quebec?
