Biographie
Dr. DJOSSOU Mahouton Marius Elvis was born on January 19, 1977. After literary studies in high school, he pursued university studies in law and geography, which led him to earn a master’s degree in development cooperation from the University of Poitiers in France, and an Executive Master in Development Policies and Practices from the Graduate Institute of International and Development Studies in Geneva, Switzerland. The research skills and curiosity he developed led him to specialize in the field of decentralized cooperation in France and Benin, ultimately earning a PhD in Geography from the University of Poitiers in France. His academic background enabled him to teach courses on decentralized cooperation to master’s students in Benin. His experience in online training led him to develop modules on civil society, water, hygiene and sanitation, as well as decentralization in Benin. These are all themes that address economic and local development. In the field of research, he has transversally specialized in the study of perceptions and practices, which he has applied to topics such as mobility, water, hygiene and sanitation, decentralized cooperation, and the Permanent Computerized Electoral List (LEPI) in Benin. His countries of investigation are Benin, France, and Canada. He is also very comfortable implementing methodologies in comparative research.
Through his professional experience, he has gained a strong command of the associative world in France and Benin, as well as Benin’s public administration. He has related expertise in microcredit, rural hydraulics, cultural development, planning, election administration, but has chosen to focus on decentralized cooperation and the international action of local and regional governments for the past decade.
All these achievements make him today a holder of vast information, strategies, knowledge, and know-how in the field of decentralized cooperation and the international action of local authorities.
Today, he develops support or technical assistance strategies for local authorities to structure, implement, monitor, and evaluate decentralized cooperation programs and international actions.
