Biographie
François William Croteau is the CEO of the Institute for Urban Resilience and Innovation (IRIU), which he founded in 2023. The IRIU supports local government actors in strengthening their organizational capacities to face crises, through tailored solutions in organizational intelligence and applied research projects focusing on strategic planning, decision-support tools, data governance, and responsible artificial intelligence.
Mayor of Rosemont–La Petite-Patrie from 2009 to 2021, he left a mark on Montreal’s municipal life with pioneering policies in sustainable mobility, urban agriculture, biodiversity, and ecological transition. From 2017 to 2021, he served on Montreal’s executive committee, overseeing smart city, innovation, and higher education files.
An associate professor and researcher at ESG-UQAM, he is also a columnist for Le Devoir newspaper and ICI Première chaîne. Author of S’adapter – Demain : Les villes résilientes (2023) and Nos villes au front (2024), he is recognized as a leading voice in resilient urbanism and local governance.
