Biographie
Volker studied mechanical engineering at Stuttgart University and civil engineering at the University of Colorado (United States), focusing on energy-saving technologies, renewable energies, and control systems. From 1987 to 1991, he worked at the German Aerospace Center in Stuttgart, where he focused on hydrogen energy. In 1992, he completed his PhD at Stuttgart University. From 1991 to 1993, he was head of the “thermal energy” unit at the City of Stuttgart’s Environmental Protection Office, and from 1993 to 2005, head of the “energy management” department. His team was responsible for the energy consumption of 2,000 facilities totalling 2 million m² of floor space.
Since 2006, he has been Managing Director of KEA, the climate protection and energy agency of the state of Baden-Württemberg. KEA advises municipalities as well as small and medium-sized businesses on energy saving, rational energy use, and renewable energies. KEA is owned by the state of Baden-Württemberg, public utility companies, chambers of trade and commerce, and an NGO association. It employs 40 people and generates annual revenue of €4.5 million.
Volker has published various articles on energy saving, energy management, and municipal climate protection strategies.
